It's not 'til this week that one of the stories over the intercom offered, like, an incentive to kill. I don't doubt stuff like that'll get worse, but ... what got them started? Why even begin? For us, it only began because of Nikki... so why?
We have to answer that question too, since we gotta stop independent murders AND the transformations. Lucky us.
Rise-san said that the guests at her party started killing because they believed it was the best course of action. They received a lot of announcements that provided incentive for killing, though theirs were different than ours.
I actually talked to Plum about those announcements.

She was one of Blue's previous guests. She couldn't remember how she died, or what happened during her dinner party.
But she did remember that people started dying and killing, and that they didn't turn into monsters like the people here do.
